David will ask what makes a move to shared services a real business change, not just a centralisation or an automation or processes; and gives some ideas on how to approach this based on experience creating a shared personnel, pay and pensions service for the Ministry of Defence's 80,000 civilians. He will also outline where some of the greatest challenges lie in making the shared service vision work in practice.
