Dan Jellinek, Editor, E-Government Bulletin

Dan Jellinek is director and co-founder of Headstar (www.headstar.com), an e-publishing house pioneering email publishing and online consultation and policy debate. Headstar's publications include the free, independent email newsletters E-Government Bulletin (www.headstar.com/egb), with over 11,000 readers; VoxPolitics Bulletin on e-democracy (www.voxpolitics.com); and E-Access Bulletin on access to technology by people with vision impairment (www.headstar.com/eab).

Dan is a journalist and publisher with a decade's experience in technology and government. He has contributed extensively to The Guardian and the BBC's WebWise campaign. Dan is a member of the Society of IT Management's 'Better Connected' review team, which reviews every UK local authority web site annually.

Richard Blake, Head of the Records Management Advisory Service, The National Archives for England, Wales and the United Kingdom

Richard Blake is the Head of the Records Management Advisory Service (RMAS) which is the service which was established by the National Archives for England, Wales and the United Kingdom in May 2003 to support public authorities beyond UK central government to local government, health, police and emergency services to support their development of effective record and information management systems.

This service brought together the existing Archival Inspection Service with the Electronic Records Management Development Unit to extend the services already provided to central government to also provide advice and guidance to other public authorities wishing to implement ERM systems and subsequently transfer records to the archives. He is responsible for developing and managing the programme for this service.

Prior to the establishment of the National Archives on 2 April 2003 he worked for the Public Record Office for 31 years specialising in records and information management and preservation storage. Since 1995 as an electronic record management specialist he has focused on developing guidance on implementing electronic record management and up to March 2002 was also responsible for the contract management of the PRO's database archive service (NDAD) provided by the University of London.

He has contributed to the development of the Functional Requirements for Electronic Records Management published in 2002 and has participated in the Electronic Record Management (ERM) software compliance-testing programme. In this context he is also the author of a number of PRO publications on planning for Electronic Document and Record Management (EDRM) and was one of the contributing authors of the earlier Guidelines for the management, appraisal and preservation of electronic records.

Other activities have focused on developing a 'sustainability' strand of ERM work -the needs of public bodies to maintain authentic and reliable electronic records as defined by ISO 15489 over the medium term - and led the project to develop detailed generic requirements for sustainability of electronic information. More recently he has been charged with the development of an audit methodology to evaluate the performance of records management systems and services - the first product of which will be published in the form of a consultation draft in April 2005.

Mark Brett, Lead Officer Information Management, SOCITM

Mark has worked with London Connects, London's e-Government agency as a strategic advisor on e-Government issues. Mark has worked in Local Government for the past 20 years with experience in ICT, Housing and Emergency Planning. Mark's specialist interests include Partnership working, Information Security, Risk Management and Business Continuity Management. Mark has published a number of articles covering these topics.

During 2004 Mark led the London Connections work programme, which included research into the establishment of a Pan-London Extranet, integration of the Government Gateway into Pan-London Infrastructure and implementing a secure e-mail solution for London.

As the Activity Stream Manager for the SOCITM (Society of Information Technology Management) Performance Management Group, he is a member of the SIAG information age Government Group, the Insight steering group and the London branch executive. Mark has spoken and published articles on various e-Government issues and has collaborated on a number of research reports with both SOCITM and the Gartner EXP Programme.

Mark is a Prince 2 Practitioner, a member of the British Computer Society (BCS) and the Institution of Electrical Engineers (IEE) holding a Masters Research degree in Local Government Studies from London Metropolitan University.

Gayle Evans, Head of Knowledge and Information Management, National Museum Wales

Gayle Evans is the Head of Knowledge and Information Management at the National Museum Wales and is responsible for computerising collection information, Records / Archive Management, Photography / Digital imaging and the development the Museum’s new Virtual Museum. Until June 2005, Gayle was on the Board of Directors of the Gathering the Jewels Ltd, a NOF funded project and Culturenet Cymru Ltd. a National Assembly for Wales sponsored project.

Before relocating to the UK, Gayle had worked in the field of exploration, searching for new mineral reserves in remote parts of Canada, following this she became responsible for Records and Information management for a International Oil and Pipeline company.


Stephen Mason, Barrister

Stephen Mason is a barrister that is very interested in the way humans use and abuse IT. He is the Director of the Digital Evidence Research Programme at the British Institute of International and Comparative Law (http://www.biicl.org)

Stephen is the author of Networked communications and compliance with the law (xpl publishing, 5th edn, 2005), Electronic Signatures in Law (LexisNexis Butterworths, 2003), the electronic and digital signatures editor and author of Chapter VI ŒElectronic and Digital Signatures¹ for the practitioner loose-leaf textbook by M-T.

Dr Keith Nicholson, Head of Information Management Systems Strategy, The Scottish Executive

Professor, CIO and winning medallist in the IT Director of the Year award, Keith has held Directorships in FTSE 250 firms and was Managing Director of an award-winning eBusiness consultancy. Keith has lived in New Zealand, Papua New Guinea and Denmark and presently leads the Information Management Systems Strategy teams within the Scottish Executive. He recently established the Nordic Governments Website Alliance to share best practice and is Vice-President of the Scottish Usability Professionals Association.
