Email issues forums and online debate

A few experimental email discussion lists bringing together local citizens and councillors to debate local topics were launched by the recent national project for local e-democracy. How well are these pilots working out, and what other examples are there of internet-based democratic discussion and debate from which useful general lessons can be drawn?
