All council websites undergo a process of change and improvement, as technologies develop, service information changes and new interactive services are added. But what is the best way of managing the change? Is it a good ideally to have a process of continuous improvement, growing gradually and organically across all areas, or is it better or inevitable that sometimes a 'big bang' approach will be needed, and a completely new, revamped website will replace the old one?
