The A-Z index is one of the main ways in to most council websites, given the huge number of services they run and the amount of information users must navigate. But quality varies hugely: some A-Z indices work well, allowing users to quickly find keywords in language they understand, and deep-linking directly to the relevant pages and transactions, while others are over-long, labyrinthine and often lead nowhere useful.
