William Perrin was Tony Blair's technology policy advisor, one of the authors of 'Transformational Government' and commissioned the world-leading 'Power of Information' work stream. William is on sabbatical from the Cabinet Office as the founder of Talk About Local, a Channel4 funded project to give communities a powerful voice online using modern web tools.
